List of available artifacts

In these times where most arts "seem to be taken", there were a suggestion (a rather good one as far as I can tell) to make a command for viewing "available artifacts".

And you made ThorBot incredibly well so get to it :) Or make it a build-in addition to ThorBot. Something that reads the feedback of artifacts from the server and then spits out several lines of output. I dunno if that's wanted by you or the dev's, but it couldn't hurt suggesting I thought.

I initially misunderstood this request but once I understood it it was discussed within the team and we decided to reject the idea: When you start a fresh server everything is blank, artifact list, unique list, high score, everything. You have to *find* things before the lists get populated. Based on this mangband tradition it seems wrong to provide users with a list of things that doesn't exist (strictly speaking). So, while arguably useful, won't happen.
