Legacy: Bigger monsters in town

Have bigger monsters wander into town. Why don't I see anything bigger than a hobbit in town, unless someone has summoned and polymorphed it? You'd think bigger monsters would wander into town now and again. I'm not talking about Ancient dragons, but there should be some variety. Also, make the little annoying monster that are normally in-town (beggars, thieves, etc) immune to fear from bigger characters. It usually ends up that all of these creatures end up in one corner of the map, all huddled together.
