Semi-admin privileges

Semi-admin privileges would be an ideal way of dealing with problem players.
If you gave a few of us these, after getting to know us well enough to trust that we won't use it for our own benefit, then we might be able to take care of the day-to-day whining and complaining. Actions upon one's own character would be disabled, of course. We'd ideally be able to do stuff like create monsters and items for contests, penalize problem players, silence players for x minutes, kick people out of the game, resurrect dead people and restore EXP (for tournaments or duels), and reimburse people who were cheated out of things (like in recent killings, for example.)
On the other hand, perhaps strict rules would have to be placed for the semi-admins, such as only allowing extreme cases to be reimbursed so that people wouldn't get careless or come crying for "mommy" every time someone threw a rock at him.
Heck, I seem to have a few hours a day to spare lately, so I'll do it. (Be an admin, not code it) I'd take matters into my own hands as a character but if I ever hit level 50, there's no way I could subdue someone as powerful as Angus if perchance he got some bloodlust and decided it would be fun to kill everyone. I think he would never do that, but someday we might have a L50 who would.
