No free party slots

Hi there!
When I created my server and put it on - no matter what version I use to compile (1.11.,1.12) it complains that there are no free party slots when I try to form a party.
I have already deleted the server save file to test if the error was there, recompiled with default options - but without success yet.
Any hint where I should look next?
Maybe you have some ideas :)
